Whereas I, a native, and a subsistence hunter, have not been able to draw a tag for years now thanks, in part, due to out of stater's getting tags.
Am I complaining about out of state hunters? No, not really. What I'm suggesting, however, is that slight attention could be given to local subsistence, i.e., "meat" hunters, or that there was a way to build this into the allocations such that it predominated over headhunters and out of state hunters, perhaps.
